This 1938 aerial photograph looks north from Ninth Steet between Roosevelt Avenue on the right and Northwestern Avenue on the left. Roosevelt Elementary School, in the foreground, opened in 1924, named after President Theodore Roosevelt. In 1938, residentail development is still limited on Northwestern Avenue. Not all the streets are paved, and open farmland still exists north of Thirteenth Street at the top of the photo. Beloit-Lutheran Social Service would not appear in this area until 1948 when its first unit was built north of Thirteenth Street on the west side of Northwestern Avenue. Grand Avenue underpass as it appeared when it was first constructed. The certificate of completion for the underpass was dated August 9, 1938. This photograph is taken from newsprint. The underpass was needed to eliminate the busy railroad crossing that had slowed automobile traffic in the area.
