This architect's sketch shows 1913 plans for a new city hall, hotel, and civic center, which were to be constructed on Fifth Street near Douglas Avenue. By 1915, plans were revised to include separately placed buildings. The Sheldon-Munn Hotel on Main Street, and the Masonic Building (Later to house the Octagon Center) on the corner of Fifth and Douglas. (See also: 176.987.1-5; 176.988.1)
