People of the audience who had just listened to the words of William J. Bennett (not in picture), the National Drug Czar, who was visiting various parts of Youth & Shelter Services (YSS) on October 10, 1989, in the company of part of Iowa's congressional delegation. Youth Recovery House (804 Kellogg Avenue), shown from the side and the attached back building, is a YSS facility which provides care and counseling for adolescents who are recovering from chemical addiction.
